Done needs proof
A checkbox with no test/commit/file/gate passing today reverts to open — suspicion is not a finding.
Coverage by count
Enumerates and COUNTS every source; the audit only closes when artifacts audited match those that exist.
Judges today
Silent regression reopens the item like one never done — "it was done back then" is not proof.
Durable trail
A human report plus machine-readable JSON written to <projeto>_archive/audit/.
