A skill is a software package: version, gate and release — no negotiation.
Creates and maintains catalog skills with a complete anatomy, a lean description, the same version in 4 places, scripts tested with a red case, and a release only with a green gate.

One repo per skill
Directory skill-[slug], name schematize-[slug], its own public repo and a command prefix that is unique across the catalog.
Complete anatomy
SKILL.md, skill.toml, VERSION, CHANGELOG, README, LICENSE, install.sh, assets, references, scripts and a snapshot in versions/; no zip inside the package.
Short description with a boundary
A >- block of at most 350 characters: what it is, a concrete trigger for use and the boundary with the neighbouring skill, never claiming someone else's territory.
Same version in 4 places
VERSION, skill.toml, the frontmatter and the Version line of SKILL.md all match, the CHANGELOG explains why, and skills.json follows.
Inherited block never by hand
The source is schematize-engineering; change it there and run the sync, never edit the inherited block directly in the skill.
Every script with a red and a green test
The red case was seen failing before it passed: a gate that cannot fail is decoration.
Release only with a green gate
Clean tree, main in sync, git add with an explicit list, an annotated tag, a zip with the top-level schematize-[slug]/, then the graph and skills.json regenerated.
