The foundation an overdev is born from: agreed decisions collected, the index graph anchored, a heavy plan written and an exhaustive checklist derived. It is the briefing /eng-overdev consumes before it starts ticking.

Foundation before the loop
No item is ticked before the five stages close. This skill founds; /eng-overdev is what ticks.
Only agreed decisions, with origin
Only what was settled in context goes in (decision, rationale, rejected alternative, origin). The ambiguous becomes on-hold, not a facade decision.
Plan anchored to the real graph
Each item points to the node (function/service/file:line) and the edges it touches. No index yet? Generating it is the first item.
Exhaustive checklist by count
One item per line, each with how to prove it (test/command/gate). A 2-level convention: machine, human and on-hold.
